Highway construction was carried out by indigenous people under the leadership of regents of each region.

In the area of ​​Bandung and Priangan, Highway heading began construction in mid-1808 to improve and widen the existing road. The place chosen was vacant forested land located on the west bank of the River Cikapundung and adjacent to the Post Road, which is being built (downtown Bandung now). The reason was due to the transfer of the capital Krapyak not strategic as administrative capital because it is located on the south side area of ​​Bandung and often flooded when the rainy season arrives.

In the era of 1808-1809, regent and a number of people started to move away from approaching land Krapyak the new capital. At first regent stay in Cikalintu (Cipaganti area), then moved to Balubur Downstream, then moved again to the village of Bogor (Kebon Kawung, on land Pakuan now).

There is no information that says exactly how long Bandung built. However, the city was built not on the initiative Daendels, but on the initiative of the Regent of Bandung.
